Some say it's about second chances, while others claim it unfairly hides the past. HB40, a bill that would help some ex-cons with Class D felonies expunge their records and get a fresh start in Kentucky, took a big step, passing in the State House of Representatives.

Patience has paid off for Kentucky's residents as bi-partisan support has built for a new expungement law, one that will allow people convicted of Class D felonies to qualify for Expeal. On top of misdemeanors, over 94,000 people will qualify.
