Slowly but surely is better than not at all, with Pennsylvania residents who support legalization of marijuana being a perfect example of that adage. After having won the battle to legalize medical marijuana, advocates are now focusing on recreational use with a Representative of the State House on their side.
Philadelphia has gone further than most, banning criminal background checks of job applicants until a conditional offer is made. If a background check is run on that applicant, then there are factors related to when a criminal record can be used to deny an offer. Hopefully the start of a trend.
